You are wondering about their property values and the effect they have sitting vacant next to your house. Its no secret property value has decreased in the last year. A program to buy, fix and sell bank REO properties has been adopted by several counties and cities in Minnesota. One of them is Ramsey County which allotted over $1.6 million to purchase, rehabilitate and sell foreclosure properties.
The first foreclosed property to be rehabilitated under the program is a blue rambler located in Maplewood. It was one of the over 3,000 bank REO properties that stood empty and vacant and in need of repair last year.
County officials said that the foreclosed property will be one among the 25 properties that will be rehabilitated and given a chance to find new owners.
Ramsey County Housing Redevelopment Authority project coordinator Denise Beigbeder said that the program is geared towards areas with high foreclosure rate and the county will look at other neighborhoods to help in the next 3 to 4 years.
Suburban neighborhoods of Maplewood, North St. Paul and White Bear Lake posted the most number of bank REO properties in Ramsey County last year. About 143 homes have been foreclosed in Maplewood, 59 in North St. Paul and 84 in White Bear Lake.
County data showed that 40 to 50 foreclosures have been reported in New Brighton, Roseville, Vadnais and Shoreview. Beigbeder said that her office have been receiving reports from several suburban communities about dilapidated and rundown properties which prompted the county to take action.
She added that the federal grant of $350,000 and federal stimulus funds of $1.3 million have made the initiative of making suburban homes marketable viable.
Under the program, the county will coordinate with developers or intermediaries to help it find and buy foreclosure houses. The chosen developer will hold the property’s title but the mortgage will be handled by the county.
Repairs will be made to make the homes attractive to first-time homebuyers. The repairs, the cost of which will be paid by the county, could include upgrading of heating, cooling and electrical systems, plumbing, installation of new carpets, painting of walls and construction of sided garage.
The developer will get 5 percent from the total sale price of the property. The remaining profit will be added to the foreclosure fund of the county to be used for the purchasing and rehabilitating of other bank REO properties.
